Rather than just listing the tapes to be duplicated, the bpduplicate command
can do the duplication by policy/sched/client and all that stuff without
actually duplicating the tape numbers. It'll just do it by images.  Sounds
like that'll fit your needs a little more closely.

I have a full backup of a data set that spanned several servers and was
created about a month ago.  Management has requested that a duplicate
copy
be made and sent offsite.  Does someone have a script that will identify

media used for a given backup and a way to duplicate the tapes?  The
