The ecxlude list is inside of the registry.
[HKEY_LOCAL_MACHINE\SOFTWARE\VERITAS\NetBackup\CurrentVersion\Config] VALUE 
Exclude

Just configure one Windows Client and export the value to a regfile.

Is there a way to update the Windows excludes list on a client without doing it 
through the GUI?

Or a better question might be, where does the Windows client hide it's excludes 
list?
