I typically have a directory created for each policy to keep state.
Each stream creates a file in that directory when it starts, and
renames it when it completes. The bpend script looks for these files
and when there are none left, the application is restarted. I used to
use a counter file, but race conditions became an issue.
The scripts use the STREAM_COUNT and STREAM_NUMBER variables to
calculate if all streams are finished.
You still have to worry about restarts in case a stream fails, and
it's difficult to determine which streams belong to which run of a
policy. It's not a trivial problem.
