It turned out to be kind of a host name issue. We were attempting to restore
a catalogue to a new server with a different name by first changing the name
of the new server to match the old one and then changing it back afterwards.
The syntax I had in the bp.conf and vm.conf looked right so I guess there is
something elsewhere that I didn't find. I spoke to Veritas and the strongly
advise not to change the name of the server. They said that when it is
installed the hostname is inserted in a large number of places, they
wouldn't elaborate when I asked them to list where.

Check to make sure you are using the correct FQDN of the master server in
the JAVA login screen.
 
We saw this recently when using the NFQDN.  The reverse DNS name has to
match the forward DNS name and has to match the bp.conf Master server entry.
