Are they assigned?
Check to see if there are any valid images on the tape via the report
"Images on Media"
Check to see if they are frozen via the report "Media List"
I believe FP_5 will change volume pool to scratch for all unassigned tapes
if you correctly enable it to do so.

Hi folks,
We have a couple of tapes in our L180 library which belong to our Daily
backup pool.
These were last mounted almost a year ago but have never been returned to
the Scratch pool.

Is there any way that I can find out why this is ?
What commands/methods should I use to debug this.
