Are you sure you had scratch media for the correct density available or had
available tapes that were for the required media server and retention level?

It's easy to think you have enough tapes, but with the right combination of
media server, density and expiration have to go to scratch to get a new tape
and not be able to if it's empty.

What about max jobs per Policy?

No, my max job count is set at 10.
