On 4.5FP6, I have had to rebuild the Global Device Database several
times to resolve issues where the globdb could not be synchronized and
SSO wouldn't work for the tape drives that were out of sync. This
occurs most frequently when tape drives are replaced and/or drive
firmware is updated on drives that are being shared by both UNIX and
Windows servers.

I found this document to be the most helpful.
http://seer.support.veritas.com/docs/259899.htm

If I'm changing one drive, I can usually sync from the Media Server. If
I'm changing a lot of drives or a Media Server with many drives, I find
it's usually easiest to delete the globdb and re-create it from the
Master Server. As long as you remember to run the vmoprcmd -h
{hostname} -autoconfig -sync command against all your Media Servers.
