You need to set up a barcode rule
It's in the advanced option part of the robot inventory.

Hello all,

When I insert brand new tapes into my library (NBU 4.5 FP4), should they
not go into the Scratch pool automatically?  I have been noticing that
they are going into the NetBackup pool right off the bat.  This means
that they won't get used for my duplication procedures in the morning.

Is there a way I can check my configuration?  Or is this the way it is
supposed to be?
