You can control that through the Storage Unit MAX drives.  That's where
I would do that.

I've got 10 LTO Gen 2 drives and only 2Gb of fibre to them.

If I try to run more than 7 drives at once, the backups
throttle down and never throttle back up.  How can I limit
the max in-use drives?
