We have restored Active Directory controllers via system state restore which
recovered all of the apps on the server.  Exchange as well.  As long as you
can get the OS to boot on the new system you should be able to do it.

Let me clarify.  Specifically, a restore with all applications installed
like they were prior to the recovery (not the actual application state).

Has anyone ever got system state recovery to restore the box to the exact
configuration at the time of backup? With all applications running
correctly?  I have not been able to do this and want to know if I am
shooting at an attainable target.
