Well, that's different from what I've been told and what I've seen in the
past.  
I was under the impression that if you backed up using multiple streams/tape
drives that's the way your restore would run.  And in fact I've tested this
on other media servers and witnessed this behavior first hand.  I'm thinking
there's either a misconfiguration or bug I'm missing.

This isn't a problem. It's a feature of Netbackup ;)

It won't restore in the same way it backed up. It can only restore on 1 
tape at a time.
