[Veritas-bu] command line help

the "vmchange" command will change the pools on a tape, "vmchange -m
<tapenum> -p <poolnumber>".  Get the pool number from "vmpool".
 
Note, you can't change the pool for a tape that's assigned, only for
unassigned (empty) tapes.
