In addition to applying No.Restrictions file, you need change the
destination client name to your source client name.
Open "Backup, Archive and Restore" GUI on client B, open "Netbackup
client properties" and change "client name" from B to A.

(This technote is Unix oriented, so apply the procedure described below,
instead of changing alternate client's  bp.conf file.)

The restore from Client A to Client A works.
