Yes.  This can be found in the 4.5 FP3 Release Notes; FP3 and above allows
for mixed environments as long as the master is at the latest/highest
release; http://seer.support.veritas.com/docs/254498.htm.

NetBackup Installation

1. NetBackup server push installation
NetBackup Feature Pack 4.5_3_F enables you to install NetBackup Master
Server,
Media Server, or Administration Console to multiple Windows systems from a
single
Windows system.

2. Support for Mixed Media Server Versions
This feature pack supports mixed versions between master and media servers.
Previously, it was mandatory that all servers in a NetBackup domain be
upgraded to
the same level at the same time. A mix of NetBackup versions on various
servers in a
domain was not allowed. This made it very difficult to upgrade large scale
systems
because it forced users to bring down all of their servers at once. Now
users can
upgrade NetBackup servers one server at a time and with minimal impact on
the
overall system performance. For example, a media server that is upgraded
with this
feature pack will utilize vmd, the Media Manager volume daemon (UNIX) and
the
NetBackup Volume Manager Service (Windows), to push its version
