This would work but it's over-engineered.

Each "channel" defined by RMAN is a Netbackup stream.  Set your multiplex
factor (streams/drive) to more than one.  The number of tape drives that get
used is channel divided by mpx. 

We use 8 RMAN channels and a mux factor of 2.  Four drives become active.

RMAN doesn't know about multiplexing but doesn't have to.  It defines
channels, the rest is up to netbackup.  Just a note, though, in my
experience so far, RMAN streams don't queue well.  It's best to have drives
available for all configured channels.

Probably the easiest way is to create another Storage Unit
with only one drive enabled (Number of Drives: 1).
Next configure "Max MPX/drive" to 2 (or more) and point
your Oracle policy to use that Storage Unit.
