When I have seen this in the past, fragment 1 is on a different tape due to
that particular backup spanning multiple tapes.
All tapes have to be imported using phase1 then running phase2 to complete.

(correct me if I'm wrong)

Hi,
We just upgarde from netbackup 3.4 to 4.5, I was trying to import data
from a tape in netbackup 4.5.
I have done with the first step(initiate the import), when I try to
import backups from the tape, some backup shows up but for some I get
error " skipping backup id xxxxx, there is no fragment1. pls let me know
what is the fix. thanks
