The libraries are separate but you can do a couple of things.  Either way,
you have to create two storage units, let's call the L1 & L2 for library 1 &
library 2.  An STU must be made on a per library basis.

So, you could create a policy that says doesn't have an STU choice, ie: "Any
Available", it'll choose either one as avaible.

You can create a storage unit group (v4.5) with L1 & L2 in it.  This'll set
a priority for L1 as first choice with L2 as a secondary choice.

The DLT drive has to be a separate STU since an STU can't mix tape types.
Set the STU as "on demand only" and the above "any available" choice can't
select it.  

Use scratch tapes instead of unassigned tapes in a specific pool to keep
maximum flexibility.  NB will grap a scratch tape when there's not tapes in
the correct pool & auto-assign it to the needed tape pool.

I have a Veritas DataCenter 4.5 server with 2 tapes libraries, a StorTek L40
with 2 LTO drives, and a StorTek L80 with 2 LTO drives and one DLT drive. 
Is it possible to have one large Netbackup pool for both libraries that
would use whatever LTO device in whatever library was free at the moment ?
Of course, each library would have a bunch of free tapes for the pool
mounted. I'd treat the single DLT drive as a seperate pool for particular
backups.
