I was told it is not a bug. It is a normal behavior of NBU Calendar 'cause
the calendar day starting at 00:00 clock. And in the feature release,
Veritas might add one feature for NBU user to define the calendar day
windows.

We actually experienced the same problem. There is a workaround out on
the Veritas support web site but there is still no permanent fix yet
that I am aware. Because of this issue, we have had to go back to
frequency based.

I'm running NBU 4.5 MP3 and the policies using calendar-based
scheduling, will run twice if the start window crosses the 00:00
boundary.
In other words, if some_policy has a window of:
Thursday 22:00:00 --> Friday 04:00:00
the job will run twice, once on Thursday, once on Friday.
I know that at one point Veritas acknowledged this as a bug, but I was
wondering if this has been fixed/
