Has anyone out there ever had an exclude list NOT work????

Here's the situation:

I have an exclude list for Incremental backups for about 100 filesystems.
These filesystems are all included in the Full backup.

When I put the exclude_list.policy.schedule file out there, it doesn't seem
to be *recognized* and the entire system backs up.

Just wanted to see if anyone else has had this happen before I open a
support call.
