I thought I'd let everyone know what became of this issue.  The problem
was not in NBU (this time anyway).

The operations group has some scripts that they use and one of them was
interfering with the way media imports work.  I can't give details on
the script and what it does (I don't know) but once that was taken out
of the way the barcode rules worked fine.  Even with a numeric
beginning.

Using xnb I went under media management, options, barcode rules, and set
up a barcode rule with the following:

Barcode tag             07
Pool                    SCRATCH
# mounts                0 (infinite)
desc                    SDLT media

Using almost the exact format under 4.5 it worked without issue (only
difference is barcode tag being DJX instead of 07).  Under 3.4 though it
doesn't seem to work and I can't see any reason why.

Can anyone shed light on this?
