Running bpmedialist -L the other day I noticed I had some tapes with
status code 0x11.  The low-order bit means the tape is frozen but what
did the other bit mean?  After some more digging it became clear that
this small set of tapes had been frozen by NetBackup when even writing
the very first header block to the tape failed.  Since we're set up to
freeze each tape on its very first media failure these tapes show as
"Allocated" but were never written to, an unusual combination.
Unfreezing the tapes immediately removed both bits, dropping the status
back to 0x00.
 
So my guess is that bit 0x10 means the tape has a bad header and should
not be mounted.  Note that normally, frozen tapes can still be mounted
for restore purposes.
