In addition, our experience has shown that NB in some cases will list the
pst file as backed up in the image with an actual byte count. When you
restore that it you get back a 0 byte file.

If the file never closes, the file never gets backed up.  At least
that's how I understand it.  I forget what a PST file is (I used to
know, really) but the best bet would be to let your users know when the
backup schedule is and that files left open won't get backed up.
