Check out the Technote 233254. Most likely, OTM cannot get enough of
the quiet time( I think the minimum is 5 seconds) to engage. Is the system
really active? If after tuning all the params your system still fails with the
same error you might be out of luck and need to get the external open file
management software, like StBernard.
