tar as used by NetBackup couldn't change the access time on this file to
reflect the fact that it had just read it to tape.

Could be permissions problem, but as NetBackup is presumably running as root
I doubt it.

At least on Solaris, this file is a run-time only list of what file systems
are mounted and as such doesn't need to be backed up.  I think in Solaris 8
it may be a pseudo-filesystem which might also explain why it can't change
the time.
