For both backups and restores have them run the GUI, jnbBP (Java).
For backups however you'll have to create schedule of type User Backup and
open up a window for them to perform these tasks.
You'll want to review the SAG, I think its page 252, but I could be wrong.
If its not there it is just beyond there. It discusses non-root access,
java authorization, etc.
I haven't allowed "regular users" to do their own restores/backups in a long
time...so I'm a bit rusty on what else might be required, permissions-wise.
