Thanks Larry and Charles!
The problem is inetd vs. xinetd . The Linux client that is working is using 
inetd while those
that are not working are using xinetd.
I created the necessary startup scripts for bpcd and vopied under 
/etc/xinetd.d, then restart
xinetd. Backup is working now.
