I have been, or was, puzzled by this behaviour. I
originally used to make duplicates based on media id, but
then thought that I wasn't getting fragments on other
media, although once when I was watching the duplications
in progress I saw that a tape was mounted that I didn't
specify so I suspected as much as what you say.

On the other hand, from the list I have read that bpvault
duplicates based on backup id. This way you are certain
to get all fragments on all candidate media (I believe),
so are there any advantages to using one method over the
other, i.e., duplicate based on mediaid or based on
backupid?
