Maybe I am missing the point of what you all are trying to do...but in the 
course of helping our dba with some scripting of backups we tried this just 
yesterday.

 From a client, at the command line:

bpbackup -c someclass -s User -L somelog -h someclient -S myserver -t 0 -f 
/stream1
bpbackup -c someclass -s User -L somelog -h someclient -S myserver -t 0 -f 
/stream2

Where Stream1 and Stream2 define two different groups of directories on 
different disks etc...

The monitor log shows two jobs running simulataneously, and writing to the 
same tape.
the fact that your jobs are queing, means to me, that something is 
misconfigured.  Remember that there are multiple places where you can trip 
yourself up here
1.  Netbackup configuration has to allow multiple jobs/client
2.  At the class level, streaming has to be enabled
3.  At the schedule level (i.e. in my case above the schedule is called 
User) more that one stream must be enabled.
