The documents suggest that both can be used simultaneously, frequency and
tapealert cleaning.  
 
This is from the Media Manager Guide, page 286, v3.4.
 

Using TapeAlert with frequency-based cleaning ensures that a given drive
will get
cleaned at least every x hours, depending on the cleaning frequency value.
The drive may
be cleaned sooner, if the CLEAN_NOW flag is raised by the drive.


Using TapeAlert without frequency-based cleaning, ensures that the tape will
be cleaned
only when the drive sets its CLEAN_NOW flag.

If you want to use tapealert feature, you have to disable the
frequence-based cleaning, which is set to 0 hours for your drive.
