Set up a DISK Storage  Unit (*this is actually how NBU 
used to work if the Media Mgr option wasn't purchased --
-this goes WAY BACK).

When you create that DISK storage unit, you can have 
your client's class configured to use it (nice thing 
about a DISK storage unit is of course it is a random 
access device so you can scream, given you don't 
saturate your disk channels).  

What I have done in the past is script the following 
for my clients.

After you have completed the backups to the  DISK STU, 
run bpduplicate to duplicate the images that have been 
newly created to TAPE (2 copies - MAX in NBU 3.xx).  
After all the images have been successfully duplicated, 
next I expire the image on DISK, set the primary copy 
to 2 using bpimage or bpduplicate and run another 
duplication job against my new primary copy that I have 
dup'ed to tape from my DISK STU.  The tape that have 
been dup'ed can now be flagged for OFFSITE storage 
while the TAPES left in the library would be used as 
the primary copy to restore data from.

You have now architected a very fast (albeit klunky) 
backup solution to disk with restore capabilities from 
tape for your client.

I may have missed a couple of steps in my logic above, 
but I think the idea is clear enough.  If you want to
