If it's FULL, then the tape has data which is not expired.

If it's FROZEN, it will never be used again until you manually
unfreeze it: 

# bpmedia -unfreeze -m <media_id>

If you're not running that from the media server who froze it (see
bpmedialist -summary ), add a -h <hostname>

If it's FROZEN, and available_media shows some Kbytes, or it's listed
as FULL/FROZEN, then it has data which is not expired.

What should you do with an expired and FROZEN tape?  That's up to
you.  It may have been frozen due to multiple or really bad errors, or
it may contain data in a non-NBU format that NBU recognizes and wants
to protect for you.
