Yes,
You have to use the Java GUI and edit the auth.conf file to limit access to
user's functionality. Good luck with the Java GUI though it is the slowest
thing on earth!

while we are at it, is there a way to:
configure a non-root user to use the gui to kick off
manual backups of automatic schedules WITHOUT giving them
