Reset the drive, if the tape has been unloaded.  This will clear the
reservation from NetBackup's perspective.

We have a situation where device monitor thinks there is a job running and
will not release the tape drive.  The job has been aborted and NetBackup
has been recycled several times in an attempt to clear up the situation.  I
have even stopped and started the device manager on the media server where
the job was originally running.  If I attempt to down the drive it
complains that the drive is still assigned even though there is no job
running.  Any ideas?
