[Veritas-bu] Logging an Admin's events

I would like to monitor what changes are made in configuration by the
various admins of our NBU configuration, as well as knowing who started or
stopped a daemon.  If I turn on the config for Non-root users to use
Netbackup, can I then monitor these issues?  

Your thoughts on this are appreciated.
