We also have this problem on (target) NetWare clients every now and
then, but it doesn't go away after restarting.

What we found out was that it happens when the SMDR.NLM is messed up
somehow. The way I check it is by unloading and loading TSAxxx. If TSA
loading fails (I don't remember the error message), you have to fix
SMDR with 'smdr new', load TSAxxx again, and then the backup will run.

We found many times that the backup software has a very useful side
benefit of discovering all kinds of problems on the OSs and network.
