NTFS ACLs are kept in a file named something like .SeCuRiTy just before
the data. i just checked quickly the docs but can't find where it's
described. anyway, i don't know a way to restore those ACLs "by hand".
but when restoring with normal restores procedures, ACSLs should be
restored, as long as it's from NTFS to NTFS.
