I think we found the problem, with thanks to James Beal and Ken Zufall.
The storage unit was in device manager and the tapes were in media
manager, but I never added the storage unit under backup management.

That should hopefully take care of the problem.  Also, according to Ken,
I'll need to restart the netbackup daemons to get the new storage unit
changes to take effect.
