I don't know that I'd run it every four hours. Backing up the DB
takes a non-trivial amount of time, will only run when there's no
other backup activity, and will block backup activity while it's
running.

The NBU class I went to suggested that DB backup be done as an
"operator" function where part of a person's job is to make sure the
right tape is in the drive and the command is executed either by hand
or through cron once a day during a backup quiet period.

I've seen scripts on this forum lately that do an excellent job of
performing a daily backup of the DB onto a rotating schedule of
tapes.

I've often wondered what happens when bpbackupdb is run and backups
are not quiet -- does it wait? does it return an error? does it go on
about its merry way and create a bad backup?

At our site we've stuck with the automatic backup after a backup
session, letting it alternate between two tapes. Every so often I
change the two tapes being used. We have ten tapes in our Netbackup pool.
