Hello

The status 219's and status 98's were due to the server team configuring the
test class as a copy of an existing production class but with a single client.
The problem was that the volume pool was defined to only allow the old media
server to use that given pool instead of the default ANYHOST which most of the
volume pools are defined with.   This site has a history of defining a lot of
volume pools at a rate of one per class and specifying the parameters more
tightly than need be.   The status 219 error was not very informative but once
the statement "WAIT_IN_QUEUE" was placed in the master server's bp.conf file,
the error became status 98's which is marginally more informative and lead to an
investigation of the volume pool definitions.

Note the interesting thing is that over Christmas, one of the production classes
inadvertently attempted to use the new media server because the class had been
inadvertently set to use ANY_AVAILABLE storage unit.   Of course, the clients in
that class did not yet have the new server specified in their configuration so
the backups failed.   However, instead of the expected status 59's, we got
status 37's instead.
