I have stumbled across the same exact problem.

I attempted to get this issue resolved through VERITAS support with no
luck.  As a matter of fact, they were downright nasty about it.  I hope
someone from VERITAS NetBackup support is reading this because maybe
they'll finally admit there's a bug here instead of assuming I'm an
idiot.
