Tony,

If you are running NMC on windows, then look at services.
Start services.msc from cmd prompt and look at 3 Services
EMC GST Service, EMC GST Trap Handler and EMC GST Web Service.
Stop them and then start them again.

You can also, from cmd prompt doing it by cli :
net stop gstd
net start gstd

For Unix, look under /etc/rc<2/3>.d or /etc/init.d
for start script, for sample :
        cd /etc/rc3.d ; grep gestd *

        assuming xxxx being start script :

        then ./xxxx stop ; ./xxxx start
