Maybe it's getting confused between the writing storage node and the recovery storage node. According to the man page for nsrstage, you can specify '-J storage-node' for the recovery part. At least on Linux, anyway. Not sure about Windows. Try the command again as:

nsrstage -s server -v -J storage-node -b destination-pool -m -S ssid

You should probably also fully qualify the ssid as ssid/cloneid and use the long format ssid(53) as opposed to the short format (default).

Another way to possibly force it to use specific tapes on a given storage node would be to simply mark the ones on the node that you don't want to use for writing as read-only.

The man page for nsrstage also suggests taking a look at: nsr_storage_node(5). In particular, look at:

the "storage  nodes" attribute
the "clone storage node" attribute
the "recover storage nodes" attribute

Maybe some of those attributes need to be set or changed? Take a look at what those fields list for the server's NSR client resource and the order.

If you have an additional storage node, do not forget that the media might be 
requested on another node. Unfortunately you can not specify the writing 
storage node with the command. However, if you mount the media before you issue 
the command, NW should take the media right away.
