Any time I run into issues on Win 2003 servers with VSS, I always check to see 
if the latest version of the VSS rollup patch has been installed.  You could 
consider it sort of a mini-service pack just for VSS.  MS will also 
occasionally update the rollup with additional fixes rather than issue a new, 
separate VSS patch, so even if the clients in question have it, there may be a 
newer release out.
