Is that a case where you would use the "null" directive rather than "skip"?

I have not really touched this area for a while but i think the so called 
"environment variables" just apply to the local directive files which may exist.

The other issue is that if you exclude a directory in an upper level then the 
file system walker will not even reach the lower level where it would read 
these files.

This would not be the first bug in the book ;-)
