Try this procedure:

First - on the old server - you need to export all existing resources to a text 
file:

D:\>copy con: input_file.txt
option hidden
print
q
^Z
        1 file(s) copied.

D:\>nsradmin -i input_file.txt > all_resources.txt

D:\>

You can do this also exclusively for the client information, but i think it is 
more difficult to merge that info later.

Use an editor now to ...

1) Remove the header lines:
Hidden display option turned on

Display options:
        Dynamic: Off; 
        Hidden: On; 
        Raw I18N: Off; 
        Resource ID: Off; 
        Regexp: Off; 

2) Globally replace the old server name with the new one.

Now move over to the new server.

1) Stop the NW services with "net stop nsrexecd"

2) Delete the database & log directories:
  ..\nsr\mm
  ..\nsr\index
  ..\nsr\res
  ..\nsr\logs
  ..\nsr\tmp

3) recreate the ..\nsr\res directory

4) copy your prepared output file to the res diretory

5) rename it to nsr.res

6) restart the NW daemons and wait.
This will automatically convert the file to the new resource structure.

7) delete all the resources you do not want any longer.

8) Make a host transfer and apply for new auth codes.
