Is library ONLINE ?

Have a try to kill nsrlcpd process,
then run "tur -a 26.4.1"

TUR is a binary that's reside on backup server and
storage node.TUR is for Test Unit Ready, a SCSI test command
to see if LUN is accessible.

Verify also robot is working fine using SJIRDTAG
(Standard Jukebox Interface ReaD Tape tAG)
sjirdtag [email protected]
This will ask lib controller the list of barcodes it knows.
If this is ok, then you can assume lib working fine.

I had experienced this same issue a few days ago.
Try deleting and re-configuring the library.

NetWorker 7.6.1.Build.397
Windows Server 2008 
Library Product: HP MSL G3 Series  - with single Ultrium 4-SCSI drive
 SCSI ID  4  
 Physical Drive Slot Number  1  
 SCSI Element Address  1  

This setup/configuration has been working well over year (may be an 
occational reboot or two). 

We've been getting the error for the past three days on this tape
library:

C:\>nsrjb -III
39078:nsrjb: RAP error: No jukeboxes are currently usable.

C:\>nsrjb -j Tape_Library -Ivvvv
setting verbosity level to `4'
39078:nsrjb: Jukebox error: Jukebox is not ready to accept commands.

Also, Running Inventory on Library returns Error:

Jukebox `Tape_Library' is unavailable. nsrlcpd is not running for this 
jukebox.;
                 last update: "Wed Aug 03 14:10:14 2011";
                    messages: ;
                        name: Tape_Library;


C:\>inquire -sl

We could move the tapes via "MSL G3 Series" web-interface


We've shutdown Library, rebooted this Backup server - no change in
error.

Also, stopped and re-started Networker services - same problems

Also, Disabled and Enabled Library via GUI - same problems continued.
