Use this command for an already recyclable volume to clear this flag

OK, yes, that makes sense. But does this command do the same thing as
manually changing each save set to not recyclable using the nsrmm
command? Is it just a short cut to avoid having to script or loop 'nsrmm
-o notrecycle -S ssid/cloneid'?

Yes, you are right. It is a shortcut.
