[Networker] Scanning NDMP tapes

The question is actually how you have your devices connected.
The NDMP flag (N) that indicates a NDMP save set is at least set for NDMP
backups on NDMP devices (usually attached to the NDMP filer).
If you would have used NetWorker NDMP backups via DSA (nsrndmp_save -M), the
save set flags would be (Ns). Such can be sent to any 'standard' NW device.
So far you never mentioned DSA. Assuming that you did not use it, then you have
no choice - you must recover from a NDMP tape drive and \\.\Tape0 is usually
not such one. However, you can install the NDMP tape server driver on a Windows
machine and create such a compatible device. If not, you must do it at the NDMP
filer.
