Most VSS errors are caused by either:

1) The writer being in a hosed state. A reboot will resolve
2) System needing VSS hotfixes. If running Windows 2003, check out 
http://support.microsoft.com/kb/940349,
3) Some patches from Microsoft move system files, but don't update the system 
file registration so VSS is out of sync. There are a few solutions, but the 
easiest is to create zero length files where it says the file is missing. NMM 
2.3 has a Application parameter called NSR_IGNORE_MISSING_SYSTEM_FILES=Yes if 
you are using NMM 2.3
