[Networker] Solaris 10 x86 host could not init 5/6 after full OS restore

To add svcs -vx did not return any services that are seriously dead. And from
Multiuser mode I can perform init 3 -> init 2 -> init s but from init s -> init
5 fails.

Reason: Disabled by an administrator.
